Reasoning behind the levels and feats chosen is so Epic Dodge will open up to Assassin Class.
In a Level 20 setting, this would be the class level requirements.
The defensive roll and improved evasion requirements imply a PC must have one of the following class level combinations in order to qualify for epic dodge:
* 13 rogue levels, * 10 shadowdancer levels (plus 3 base class levels that qualify), * 9 monk and 5 shadowdancer levels, * 10 rogue and 5 shadowdancer levels, * 9 monk and 10 rogue levels.
Now, lets we carry on with the proposed progression, the above list would look like this.
* 13 rogue levels, * 10 shadowdancer levels (plus 3 base class levels that qualify), * 9 monk and 5 shadowdancer levels, * 10 rogue and 5 shadowdancer levels, * 3 Base Class and 13 levels of Assassin * 9 monk and 10 rogue levels.
Now, since the module is set to Level 40, with 20 Legendary Levels, the engine is set to these requirements also.
Prerequisite: 21st level, dexterity 25+, tumble 30 ranks, improved evasion, defensive roll
Defensive Roll: Prerequisite: rogue 10, shadowdancer 5, Assassin 11
Improved Evasion: Prerequisite: monk 9, rogue 10, shadowdancer 10, Assassin 13
Assassin would be scripted on with letoscript. As you can see however, any mix above mentioned wouldn't get an advantage anyways, being they all access epic dodge feat the same time if they meet the criteria for it prior to epic levels. However, the feats are also given on later class levels for Assassin, to not interfere with the existing setup. The levels chosen again was the lowest determined in an attempt to make things as fair for every existing build, an to make Assassin class more enticing to play.

Any idea when you might be upgrading the Assassin class? Or exactly what the upgrade will be?
